Die 115 ist die zentrale Anlaufstelle für Verwaltungsfragen aller Art. Ob Reisepass, Gewerbeanmeldung oder Wohngeld: Über die bundesweit einheitliche Rufnummer 115 werden die häufigsten Fragen von Bürger:innen und Unternehmen schnell und kostengünstig geklärt. Rund 550 Kommunen, 14 Länder sowie die gesamte Bundesverwaltung nehmen bereits teil.

Nach Umsetzung des Onlinezugangsgesetzes soll die 115 ab 2023 wesentlicher Teil der dann verpflichtenden Online-Verwaltungsleistungen sein. Hierfür werden eine Lotsenfunktion sowie zusätzliche Technologien wie Chatbot und Sprachdialogsystem entwickelt und als zusätzliche Kommunikationswege eröffnet. Die 115 wird Bürger:innen und Unternehmen somit künftig beim Auffinden und Nutzen der Vielzahl an Online-Leistungen unterstützen.

Die BundID realisiert das Bürgerkonto (inkl. Postfach) gemäß § 2 Onlinezugangsgesetz (OZG).\r\nDie BundID wird als Basisdienst im Sinne des OZG zentral vom Bundesministerium des Innern und für Heimat betrieben und weiterentwickelt.

Behörden des Bundes, der Länder, der Kommunen sowie der mittelbaren Verwaltungen binden ihre Onlinedienste an die BundID an, womit ein zentraler Identifizierungs- und Authentifizierungsdienst für die Nutzenden deutschlandweit genutzt wird.\r\nDas BundID-Postfach erleichtert zudem die Kommunikation mit Bürger:innen, da rechtskräftige Bescheide nicht postalisch, sondern mit Zustimmung der Nutzenden digital versendet werden können.

Über das Deutsche Verwaltungsdiensteverzeichnis (DVDV) werden Verbindungsparameter bereitgestellt, um eine rechtssichere elektronische Kommunikation von und mit Behörden zu ermöglichen. Für die Anbindung an das DVDV werden kostenfrei nutzbare Software-Bibliotheken in Java und .Net bereitgestellt.

Die Parametrisierung von „Einer-für-Alle“-Onlinediensten (EfA-Onlinedienste) dient dazu, eine bundesweite Nachnutzung der Dienste zu ermöglichen trotz landes- und satzungsrechtlicher Unterschiede.\r\nDie Flexibilität von EfA-Onlinediensten soll durch die Verwendung von Variablen (Parametern) sichergestellt werden.\r\nDies soll standardisiert und gleichartig für möglichst viele Dienste der öffentlichen Verwaltung erfolgen.

Das Föderale Informationsmanagement (FIM) liefert standardisierte Informationen für Verwaltungsleistungen. FIM besteht aus drei Bausteinen:

FIM Leistungen: Strukturierte Beschreibung einer Verwaltungsleistung
FIM Prozesse: Prozessbeschreibungen einschließlich BPMN-Modellen einer Verwaltungsleistung
FIM Datenfelder: Maschinenlesbare Definition von Input- und Outputobjekten (bspw. Anträge) einer Verwaltungsleistung.

FIT-Connect ist eine Plattform, die über einheitliche APIs eine skalierbare und einfache Übermittlung von Anträgen und Berichtsmeldung zwischen sendenden Systemen (bspw. Onlineantragsdiensten) und empfangenden Systemen in Behörden und anderen hoheitlichen Stellen ermöglicht. Die API-Infrastruktur wird als Service zur Verfügung gestellt und erfordert keinen Infrastrukturaufbau auf Seiten der API-Nutzer.

FIT-Connect kombiniert dazu bestehende Produkte und Standards des IT-Planungsrates bedarfsgerecht und zielt auf die ganzheitliche Betrachtung aller Schritte der Antragstellung im Rahmen des Onlinezugangsgesetzes. Durch die Vereinheitlichung und Dokumentation von Prozessschritten der Antragsstellung senkt FIT-Connect die Umsetzungsaufwände für zukünftige Digitalisierungsvorhaben. Herausfordernde Problemstellungen wie z.B. das Antragsrouting werden einmal bearbeitet; entwickelte Lösungen werden allen Verfahrensverantwortlichen zur Verfügung gestellt.

The Destination API is the successor of the FIT-Connect Self-Service API and enables automated configuration of specialized procedures for application reception. With the Destination API, authorities can seamlessly integrate their systems into the FIT-Connect infrastructure and receive applications from various online application services.

Important Notice: When a new major version of the API is released, the continued use of the old version is time-limited. The old major version will then be supported for at least 6 months, maximum 12 months.

Migration from Self-Service API: Please migrate to the Destination API by March 31, 2025. The Self-Service API will be discontinued at that time. For questions regarding the migration, the FIT-Connect team is happy to assist.

The Destination API offers modern, REST-based interfaces and improved functionalities compared to the Self-Service API to simplify the integration and management of target systems.

Architekturrichtlinien helfen Architekturentscheidungen bei der Entwicklung von Softwarelösungen effizient zu treffen und wiederkehrende Grundsatzdiskussionen zu vermeiden. Somit werden Auswahlprozesse beschleunigt, Fehlentscheidungen reduziert und Beschlussergebnisse vereinheitlicht.

Das Architekturboard definiert die föderalen IT-Architekturrichtlinien und entwickelt diese weiter. Die Richtlinien gelten für alle laufenden und neuen Projekte und Vorhaben, die Einfluss auf die föderale IT-Landschaft haben.

In der vorliegenden Version werden die strategischen Architekturrichtlinien behandelt. Sie stellen den strategischen Rahmen der Architekturentwicklung dar. Die Einhaltung dieser Vorgaben dient unmittelbar der Erreichung der vereinbarten Ziele zur Digitalisierung der Verwaltung. Die strategischen Architekturvorgaben können sich aufgrund neuer Zielsetzungen ändern, sind also nicht als unveränderbar anzusehen.

Die verpflichtende Anwendung der Architekturrichtlinien wurde vom IT-Planungsrat mit Beschluss 2021/37 verbindlich festgelegt.

Der Geodatenkatalog der Geodateninfrastruktur Deutschland (GDI-DE) stellt Metadaten über Geodaten, Geodatendienste und weitere Geodatenanwendungen deutschlandweit über eine einheitliche Schnittstelle bereit. Der Geodatenkatalog bezieht die in ihm enthaltenen Metadaten durch Zugriff auf andere Kataloge des Bundes und der Länder über eine standardisierte Austauschschnittstelle (Catalogue Service, CSW) und baut daraus einen konsolidierten, übergreifenden Metadatenbestand auf.

Die Inhalte des Geodatenkatalog sind auch über eine REST-Schnittstelle abrufbar.

GovData ist das nationale Metadatenportal, über das Bund, Länder und Kommunen ihre Verwaltungsdaten als Offene Daten (Open Data) auffindbar und zugänglich machen. Zentraler Bestandteil von GovData ist ein Katalog, der mit Metadaten befüllt wird, die in Bund, Ländern und Kommunen im standardisierten Austauschformat DCAT-AP.de (Issue-Tracker) bereitgestellt werden. Die durch die Metadaten beschriebenen Verwaltungsdaten selbst werden von den datenbereitstellenden dezentral vorgehalten und gepflegt.

GovData selbst basiert auf der Software CKAN. Der auf GovData veröffentlichte Metadatenkatalog lässt sich nicht nur über die Funktion auf der Website durchsuchen,\nsondern natürlich auch maschinell abfragen und verarbeiten. Hierfür stehen ein SPARQL Endpunkt sowie die CKAN API (https://www.govdata.de/ckan/api) zur Verfügung.

Um sicherzustellen, dass ausschließlich Organisationen mit Identifikation und Authentifizierung Zugriff auf digitale Verwaltungsleistungen haben, wird für das einheitliche Unternehmenskonto die aus der Steuerverwaltung bekannte ELSTER-Technologie verwendet.

Die Aufgabe des Sammlerdienstes ist es, die Beschreibungen der Verwaltungsleistungen aus den verschiedenen Redaktionssystemen von Bund und Ländern\neinzusammeln. Eine vom Sammlerdienst bereitgestellte REST-API ermöglicht es den Redaktionssystemen Änderungen an den Zuständigkeiten zu Verwaltungsleistungen an das PVOG zu übermitteln.

Die Zentrale Statistik-Komponente (ZSK) aggregiert nicht-personenbezogenen Nutzungsdaten von Onlineservices und stellt diese dar.\r\nAls zentraler Indikator zieht sie die monatliche, regional differenzierte Transaktionszahl eines Onlineservices heran.\r\nAls Transaktionen zählen die initiale Antragstellung, Anzeige oder Meldung Nutzender gegenüber einer Behörde.\r\nDie Plattform bietet mehrere Möglichkeiten der Datenübermittlung, um die Bereitstellung der Nutzungsdaten für die Betreiber:innen von Onlineservices so einfach wie möglich zu gestalten.
